In 2014, Leopold was awarded a contract for environmental planning services to prepare regulatory permit applications including the required supporting materials for a Clean Water Act Section 404 authorization (Nationwide Permit 14) from the U.S. Army Corps of Engineers, Section 401 Water Quality Certification from the San Diego Regional Water Quality Control Board, and a State Fish and Game Code Section 1602 agreement for Alteration of a Streambed for the California Department of Fish and Wildlife.

​Our team quickly resolved pre-design issues by identifying solutions which minimized and avoided potential impacts to Waters of the U.S, ultimately saving the client time and money.

The Inland Rail Trail (IRT) is a 21-mile Class I bikeway within the cities of San Marcos, Vista, Oceanside, Escondido and unincorporated San Diego County.  It is a SPRINTER rail and bike trail project designed to accommodate commuters seeking an alternate mode of transportation.  It will relieve congestion on North San Diego County freeways which directly impacts air pollution and greenhouse gas emissions.  The SPRINTER rail and bike trail will improve public health and quality of life.  The scenic bikeway will wind through the "new" Soroptomist Park, crossing stream and riparian corridors.  The SPRINTER rail can be boarded at multiple locations for increased ease of access to the IRT bikeway.
